Thompson Engineering was enlisted to assist the Alabama State Port Authority (ASPA) in ensuring Environmental Protection Agency (EPA) compliance with its National Pollutant Discharge Elimination System (NPDES) Stormwater Permits. Tasks undertaken:
Reviewed existing stormwater plans and maps from ASPA, Thompson Engineering files, Mobile County Tax Maps ,GIS maps, and City of Mobile Map Records
Performed field work to locate existing inlets, drainage ways, drainage pipes and visible outfalls found during map review
Verified ASPA property boundaries and operational limits and reconciled them with permit limits
Verified location of tenants on ASPA property, operational boundaries, and identified possible pollution sources from operations
Determined primary drainage pathways and pollutants for main docks, terminal railway, and central garage areas.
Defined terminal railway maintenance yard drainage and potential pollutant sources
Identified CSX stormwater drainage to find impacts on ASPA drainage
Added Building 20 (formerly Tronox/Kerr McGee area) to main docks permit
Revised best management practices (BMPs) and spill prevention, control, and countermeasure (SPCC) plans to reflect findings of fieldwork
Defined required revisions to permits beyond the above
Prepared updated facility diagrams showing direction of stormwater flow, discharge locations, potential pollutant sources (such as tanks) and the location of any structures intended to prevent pollution of stormwater
