Herbert Hoover Dike

The U.S. Army Corps of Engineers continues work on Herbert Hoover Dike, a 143-mile earthen dam surrounding Lake Okeechobee. The Corps has made a significant investment, more than $870 million, in projects designed to reduce the risk of catastrophic failure of the aging structure. Actions taken include installing a partial cutoff wall, removing and replacing water control structures (culverts), and conducting a variety of studies and technical reviews to help ensure the safety of south Florida residents.

 

Quality Assurance Activities

 

In 2013, Thompson Engineering was subcontracted by MOCA Systems to provide QA/QC services providing daily contractor oversight, quality assurance, inspections, and general reviews of contractor operations for a period of five years. On multiple task orders, Thompson provided and managed QA personnel assigned to supplement Corps’ personnel. MOCA maintains overall project management and administration as Prime to the Jacksonville District. Scope of work included:

 

  • Plan and specification reviews including submittals and any changes to the plans and specs
  • Monitoring the contractor’s quality control system to ensure submittals are reviewed, certified and that they comply with the contract terms
  • Construction oversight and inspection and daily reports
  • Quality assurance to verify contractor processes, including mechanical, electrical, and structural systems evaluations
  • Shop drawing review and verification of contract plans and documents
  • Safety and Health compliance monitoring in accordance with EM 385-1-1

 

Accomplishments

 

Under this contract, Thompson provided highly qualified employees to supplement the Corps’ staff, allowing them to leverage their inspection capabilities over numerous contracts and an area of almost a half million acres.
